• Presents the theoretical stance that information is not an innate part of a data object, but is emergent in the perceptions of a human. With this point of view, IR systems should not be seen as delivering information. Rather, information is created in or by the human recipient. Thus, IR systems' performance should be based on the desirable information they create, not on the documents they present.
